Max Sugarman is a Senior GIS Analyst at Hazen and Sawyer, a national engineering firm specializing in water and wastewater infrastructure. Based in Seattle, he focuses on helping water and wastewater utilities translate geospatial data into practical tools for asset management, capital planning, and field operations.
Over the past decade, Max has built condition assessment workflows, asset registers, and decision-support dashboards for utilities ranging from small districts to agencies serving over one million people. His work spans the full pipeline from field data collection to executive reporting — designing Survey123 forms and ArcGIS Online applications for condition scoring, developing dashboards that integrate GIS, CMMS, and financial data, and building predictive models to support compliance and capital investment decisions. He has applied these tools across wastewater facilities, pump stations, groundwater wells, and distribution infrastructure throughout Washington, California, and beyond.
