About me
Fernando Llamas Jr. is the Administrative Services Director for the City of Burien, Washington, where he leads four divisions: City Clerk, Communications, Human Resources, and Information Systems. He has served the City since 2007, rising through every level of its technology and administrative functions before being promoted to Director in late 2024.
As Director, his focus has shifted from systems to people. He is committed to developing leadership capacity across his organization and building a culture that is data-driven, innovative, and genuinely rewarding to work in.
For Fernando, the best systems are those that give people, staff, and the community alike more ownership, more voice, and greater capacity to achieve. The measure of good leadership isn’t the technology you implement, it is the people whose lives got a little better because of it.
